Emissions resulting from Fuel used for International Transport: Aviation and Marine "Bunker Fuels"
 


Background
 
In accordance with the IPCC Guidelines for the preparation of greenhouse gas (GHG) inventories and the UNFCCC reporting guidelines on annual inventories, emissions from international aviation and maritime transport (also known as international bunker fuel emissions) should be calculated as part of the national GHG inventories of Parties, but should be excluded from national totals and reported separately. These emissions are not subject to the limitation and reduction commitments of Annex I Parties under the Convention and the Kyoto Protocol.
 


Recent developments
 

The SBSTA, at its twenty-eighth session received information from the secretariats of the International Civil Aviation Organization (ICAO) and of the International Maritime Organization (IMO) on ongoing work within these two organizations on emissions from fuel used for international aviation and maritime transport.

The SBSTA recognized the need to continue the cooperation and information exchange between ICAO, IMO and the UNFCCC.

 
 
 


Next steps

 

During the next three sessions (SBSTA 29, SBSTA 30 and SBSTA 31) the SBSTA shall continue receiving information from ICAO and IMO on relevant work on this issue in order to enable Parties to exchange views on this information.

The SBSTA, at its twenty-eight session, agreed to further consider issues relevant to this agenda item at its thirty-second session (May–June 2010) (FCCC/SBSTA/2008/6, paras 117-119).



Earlier sessions
 

The SBSTA, at its twenty-seventh session (Bali, December 2007), did not complete its consideration of issues under this agenda sub-item and agreed to continue its consideration of these issues at its twenty-eighth session (Bonn, June 2008).
